Is the top for 13 weeks baby sit with support?
my daughter 13 weeks baby wants to sit, is it too soon? or if it is supported as pillows around her, would it hurt his development?
No! If it can how she can do it! In fact, I do not think 13 weeks is fast at all. My babe always wanted to be kept in a sitting position from when he was a week or two. He could not control his head if that's what we did. It was about 3 months when I started to sit on him chairs and sofas, or holding his hand only to stabilize him. At 4 months, he was sitting in shopping carts and standing at the bow not leaning on the back. Try not to let him slap his head too often, when she tries to learn to look for something and sit up, or get to sit in crawling position 
(Note I said "Try" it is impossible to prevent all falls.)
